The organizing, joining, or any propaganda with the purpose of causing, military rebellion, disorder, disobedience, or discontent among soldiers, or the neglect of military duties by citizens or soldiers, or the obstructing, impeding or restraining of production, repair, or transportation of military material, or the supply of the Army, as generally any propaganda against the Armed Forces, as well as any preparation, attempt, or any carrying out of acts designed to destroy or damage objects needed for public traffic, public installations, or for other public needs; 5. The entering into relations with a person or an association abroad in order to obtain aid thereby for the preparation of a revolution or change by violence of the present political setup in the country, or of anything else mentioned in the preceding Subsections, as any aid to a foreign newspaper or association rendered by a person living on the territory of our Kingdom, provided such person or association set against the [political] setup, order or the public pence of our country; 6. The production or storing of weapons, tools, equipment or explosives for one of the above mentioned purposes, as any hiding of such objects; 7. The preparation, attempt at or execution of a murder of any agent of a governmental authority.-2- or to work towards the realization of what is specified in the two preceding Subsections, provided the one who furnished a building or the premises know the purpose for which they were to be used; 4. Whoever, having knowledge of a scheme to commit the crimes specified in Section 1, falls to report it in due time to a governmental authority shall be punished by imprisonment at hard labor not to exceed twenty years. The competent authorities shall be permitted to make searches by night also whenever this may facilitate and expedite the establishment of the wrong committed. Section 5 Whoever, by way of the press or in any other manner, incites to discord among racial or social groups of the population, or whoever in the same manner causes a tendency towards racial disunion or radical discord, shall be punished by imprison,emt not to exceed one year and a fine not to exceed ten thousand diners. Section 9 Assemblies in the open air or in the closed premises as well as all meetings without precious permit issued by the competent administrative authorities shall be forbidden. The application for an assembly or meeting shall to be submitted three daus in advance. The agenda of the assembly or meeting must be stated in such application. Whoever offends against the above shall be punished by imprisonment not to exceed 3 months and by a fine not to exceed 5,000 dinars.
