April 5th 1861 To His Excellency Abraham Lincoln President United States Sir I have the honor to make application to you for the position of Warden of the Penitentiary at this City and would state that I have long been a Citizen of the District and having had long experience in the control of large bodies of men employed under me in different parts of the Country, I think I am well qualified for the position. In reference to my ability, position &c I would most respectfully refer you to the Secretary of War, Hon Simon Cameron who has known me and worked with me forty years ago.
