Representative in Geneva: Emilie Gourd, Crete de Pregny, Geneva. 11th January 1937 Dear Mrs. Catt, Mrs Corbett Ashby who is over-worked as usual, has just asked me to write to you about the Philippines, and I will do my best though she herself has conducted previous correspondence with you and I have not the letters here to refer to, and am not sure where the question stands. However, she has asked me to tell you that Lady Pares, who has a really first-class experience in organising both for our suffrage movement here, and in the political field (elections, etc), would be ready to go to the Philippines and devote a month or two months to helping the women there with their campaign for the plebiscite of women on the question of woman suffrage. Lady Pares is really a very charming and tactful person, and Mrs. Ashby thinks that she would be able to offer help and and advice in a way which would not be irritating or condescending. She is at present in the South of France as she needs a rather warmer winter climate than ours, and would be very willing to set off as soon as possible, if money could be found for her steamship fare. She would herself look after the other expenses but she cannot afford this rather big item, which she calculates would mean about 100 pounds. Mrs. Ashby thinks that the Alliance could find something towards this, but I understand that she has already enquired from you whether there might be some money available in the States for such a really well- equipped woman as Lady Pares. Because the question is urgent in view of the time-limit for holding the plebiscite, Mrs. Ashby would be profoundly grateful if, unless you have already written to her, you would be so kind as to send a cable to say whether any funds, and if so to what amount, would be forthcoming from your side for this purpose. I do hope this is clear and follows on sufficiently connectedly with previous correspondence. Perhaps though a little late, I may send you my best wishes for 1937.
