On the afternoon [strikethrough] delivery of the 15th, they are going to give a suffrage play "Bates of the U.S.A" written by Mr. Rose, author of the "Rosary". He gets 20% of all the tickets we sell, the various brands are to occupy the [?] , and we finish & [?] between the acts. These will not be money in their [?] but lots of good advertising and we expect to reach people who would [never?] consider coming to regular suffrage meeting. Tuesday the 8th, the St. Louis League holds its annual business meeting, and election of officers. Sincerely yours, Florence White Slave Traffic Legislation Senate Bill No. 4 Prepared by the Missouri W.C.T.U. Signed by Governor Major, March 11th. 1913, to become effective, June 22nd, 1913. An Act Prohibiting the placing of any female in a house of prostitution or compelling them to remain therein; and to prohibit any one from accepting money without consideration from a prostitute; and to prohibit any one from keeping a woman in a house of prostituion for debts contracted; and to prohibit any one from transporting or causing to be transported from one poin in the state to another point in the state a female for the purpose of prostetution. Be it enacted by the General Assembly of the State of follows: Section 1. That any person who procures a female inmate for a house of prostitution; or who shall induce, persuade, encourage, inveigle or entice a female person to become a prostitute; or who by promises, threats, violence or by any device or scheme, shall cause or influence a female person to become an inmate of a house of prostitution or place of assignation to remain therein as such inmate, or any person who shall by promises, threats, violence, fraud or artifice or by abuse of any position of confidence or authority shall cause or influence any female person to enter any place within this state in which prostitution is practiced, encouraged, or allowed, for the purpose of prostitution; or who shall inveigle, entice, persuade, encourage, or procure any female person to come into this state or to leave this state for the purpose of prostitution or who shall take or detail a female with intent to compel her by force, threats, menace or duress to marry him or to marry any other person or to be defiled; or who shall upon the pretense of marriage take or detain a female person for the purpose of sexual intercourse, or who shall receive or give, or agree to receive or give any money or thing of value for procuring or attempting to procure any female person to become a prostitute or to come into this state or leave this state for the purpose of prostitution shall be guilty of pandering, and upon conviction shall be punished by a fine of not less than one hundred dollars nor more than one thousand dollars or by imprisonment for a term of not less than two years nor more than five years. Section 2. That any person who by force, fraud, intimidation or threats, places or leaves, or procures any other person or persons to place or leave his wife in a house of prostitution or to lead a life of prostitution shall be guilty of a felony and upon conviction thereof shall be sentenced to the penitentiary for not less that two nor more than twenty years. Section 3. That any person who shall knowingly accept, receive, levy or appropriate any money or other valuable thing, without consideration, from the proceeds of the earnings of any woman engaged in prostitution, shall be deemed guilty of a felony, and upon conviction thereof shall be punished by imprisonment for a period not less than two nor more than twenty years. Section 4. That any person or persons who attempt to detain any female person in a disorderly house or house of prostitution because of any debt or debts she has contracted, or is said to have contracted, while living in said house, shall be guilty of felony and upon conviction thereof shall be sentenced to the penitentiary for not less than two nor more than twenty years. Section 5. That any person who shall knowingly transport or cause to be transported, or procure transportation for, or aid or assist in obtaining transportation for any female person through or across this state for the pur- pose of practicing prostitution or with the intent and purpose to induce, entice or compel such female person to become a prostitute, shall be deemed guilty of a felony and upon conviction thereof shall be sentenced to the penitentiary for not less than two nor more than twenty years. I am somewhat at a loss to know just what kind of material is wanted and how much space you can give me, so I have sent in a very short account for the first in the first time. We are doing lots more than I have recorded here, - regular meetings, addresses before other organizations, teas, [f???] of new leagues etc, are always on foot, but there is so much of that sort of thing that I thought possibly you would not care to give space tot them. If you can give me a more definite idea of the space, I can cull the material at this end and so send just what you want. I think later in the spring, [?] Usher will be able to write something for you.
