To the Official Board:- The Congressional Union for the Woman Suffrage wishes during the coming year to be an auxiliary of the National Association. We are informed by the corresponding secretary that we should first send a statement saying that the Congressional Union wishes to withdraw from the National Association as an affiliated society and then make application for membership as an auxiliary. In accordance with these directions, the Congressional Union now states that it wishes to withdraw from the National Association as an affiliated society and it applies for membership as an auxiliary, understanding an auxiliary association to be one which pays annual dues of $100.00 Very sincerely yours, Alice Paul Chm. My dear Mrs. Dennett:- I am sorry to have appeared to delay so long in answering your letter, but I felt that your letter had to be shown to the Board, which met yesterday, before I answered it. At the Board meeting they agreed for the Women's Political Union to formally make application to withdraw from the membership which they now have, and upon the notion of your Board on that, to apply for the auxiliary membership. I presume that this is largely a formal matter and that there will be no difficulty in your Board passing upon this auxiliary membership, but will you kindly let me know the result of same. Auxiliary Membership of CU in NAWSA IN CONNECTION WITH THE CONGRESSIONAL UNION. Auxiliary membership in the National Suffrage Association was discontinued at the Annual Convention of 1914. Previous to that the Constitution of the National Association provided in Section III, Article 3, that "Any non-affiliated suffrage organization may become an auxiliary member upon approval by two-thirds of the Executive Council and upon payment of annual dues of $100." Under this provision, about December 1913, the Congressional Union resigned as an affiliated member of the National Association and applied for auxiliary membership. The Executive Council of the National American Woman Suffrage Association consists of the directors of the Association, the Chairman of Standing and Special Committees, the Presidents of affiliated organizations, and one member from each affiliated organization which pays dues on a membership of 1500 or more. At the time the question of auxiliary membership for the Congressional Union was submitted, the total possible vote of the Executive Council was 111 -- the vote on the Congressional Union was 54 against admission -- 24 in favor of admission -- 3 blank ballots making a total response of 81. My dear Miss Paul, The vote of the Executive Council on the admission of the Congressional Union as an auxiliary member of the National Association is announced today as follows: [* 5 votes recd after count was announced*] 54 votes against admission, 24 " in favor of admission, 3 blank ballots. ____ 81 votes, total response. The total possible vote is 111, a two-thirds vote is necessary for admission, which would be 74 votes. From the vote as cast, it is evident that even if all the remaining members of the Council who have not yet voted should vote in favor of the admitting of the Union, there would not be the necessary two-third vote. I am exceedingly sorry that the policy of the Union has been such as to exclude it from the National Association. The annual report of the National Association is now being prepared for the printer, and therefore I will request once more in behalf of the Association that you send in your written report as Chairman of the Congressional Committee separated from your report as President of the Congressional Union.
