The quota of the negroes furnished by
the county of James City being far below what it ought to
be & a part of these furnished having returned to their owners
It will be the special duty of Capt. R.L. Henley and his
assistance to call out the full quota to obtain from the
owners substitutes as well for the sick as for those who
run away & to impress on the citizens the importance and
the necessity of a prompt attention to this requisition.
